You can decrease the net amount of entropy in the universe because the universe is an open system and the 2nd law of thermodynamics only applies to closed systems.

If it actually is a "universe" then there's no outside to it. If there is no outside, there is no way that energy can be added from the outside. Therefore, it is a closed system, and not an open system.

The universe is a closed system. Because the universe is everything, it doesn't matter what is there outside that we cannot see, it's part of the universe too.
