To go with the last user, it can come based on a lot of factors; chemically, socially, and genetically.

Black hair pigment is chemically stable, and quite an abundance of the world population intermingles with the dominant black hair trait.

This all coupled with where people usually settle in the world, and you can probably make the distinction of what the majority of hair color can be per region of the world.

Fair skin is mostly due to the cultivation of cereals in Europe, a result of warm Mediterranean outflows. Light hair is a byproduct of this. Basically, eating more grains means you're eating less meat, which means you get less vitamin D. In northern climes, you don't make enough via your skin if you have a lot of pigment, so darker pigments evolved away.

There are actually very few genes which contribute to pigmentation.

Hair color isn't as black and white as dominant or recessive genes, unless you're talking about red hair. Red hair is recessive and non-red hair is dominant.
