You can't get new information. But you can view the old stuff to a degree. IF you set a page in offline mode for example, all of it will go in the cache.
Typically however, the cache merely stores images and such, to make them load faster when revisiting a page.
The actual text and such, which is small enough to be downloaded instantly, is downloaded into ram, displayed, and cleared when you leave the page. IF you want to view your cache, then google where your browser stores it.

Thing one is to get a decent antivirus program. Microsoft Security Essentials and Avast! are both good. Then you need to learn how to check things before you download them. Whenever you see something that you want to DL but aren't sure about, just get on the Googles and search for terms like
