I think he's referring to the fact that unless you're sexually attracted to the person, you probably shouldn't be trying to get her as a GF. Also, many people use dates as a away to get to know people to see if you'll enjoy spending time with them in a romantic way, not just a general friend way.

Some people refuse to try and date existing friends because it ends badly.
