Physics can't govern physics, because that would just create an infinite regress, so, evolutionarily speaking, if physics has laws, who governs it? Don't say God.

The human mind. Physics is just our reasoning applied to what we observe or believe to happen based on observation. Really, if we said gravity was because of extra-dimensional beings living in the center of our planet, it would be just as plausible as long as you could find abstract ways to explain it.
