Theoretically speaking, what would two time dimensions involve?
what would a world with 3 dimensions for direction and 2 for time be like?

Well, that would be like trying to visualize what the 4th spatial dimension would look like. You can't because it doesn't exist. Only stupid estimations can be made about this thing. "Projections" of the 4d onto the 3d..
It's all useless wondering, just like asking about FTL.
There is only one universal direction for time, and it is towards heat death.
