Okay, well my initial source was the telegraph, I'm not british but I hear that's an ill reputable source, and now I see why.

I did my own research and while it is close, it's not exactly true:

2007 public spending on childcare is a little over 1% of Sweden's GDP.

2005 Government spending on military is 1.5%

It's possible that the gap has closed in recent years, but I'm not sure I buy the claim that they spend more. I don't know, could be. Here's the original source.
