What about the Autonomous University of Mexico, the University of Sao Paulo, University of Chile and University of Buenos Aires? they're all from third world countries and do good research, have good teachers/researches with PhDs in the best universities around the world.

I agree that those countries don't spend too much on research, but looking down on the people working there should be a shame for you, just see the astronomy in Chile and look what happened with the last nobel prize, most of the work was done by Chilean astronomers, a third world country.
