This is Gyorgy Buzsaki. He is a Hungarian neuroscientists and neurologist. After leaving a solid educational basis for the neurosciences in his own country (leaving, as in, he built up Hungarian education on neuroscientific matters), he has worked at universities all over the world. He was an associate professor at UCSD and now is a member of the board of governors professors at Rutgers university.

Aside from winning several grand awards and pioneering the field of oscillatory communication, he wrote what is in my opinion one of the most insightful and amazing books on how the brain's intrinsic structure leads to dynamic and effective computation.

He is an absolute genius, and one of my personal heroes together with Eric Kandel.

It's pretty technical, and I think you should have at least a basic understanding of neuronal function before you can comprehend anything in the book. It also branches out to network theory etc. though, so that part (which is only about a couple of chapters) might be understandable without any prior knowledge.
