Hello /sci/

Simple question, i am looking for the scientific name for a social effect.

The effect i have in mind is where a society/city/civilization is so far ahead in a certain field at one point in history that it refuses to go with the times when other societies begin to overtake them in said field

I know there is a given name for this effect, but i cant think of it/i forgot. Anyone?

It's called the Doppler Effect, discovered by Professor Doppler in 1919. With him were Sir Isaac Newton and Galileo Galilei. Galilei was, at first, a French policeman, but was involved in an airplane accident which showed his extrordinaire as an engineer.
