yeah you can buy it. its not cheap (its like minimum $25 per issue).

I dont think I still have VPN access to my school's VPN.

do you have a library or university in/near your location?

unless you live in like, Iran, or something most schools have public libraries where you can use the school's journal access.

At least this is the case in most European countries and North America. I would assume this is the case in Australia. Not sure about southeast Asia or China, but I would assume it doesnt matter since you are just looking up science stuff, not evil free thinking information.
