The two solutions would either be

1. The universe wasn't experiencing itself at that time. There's nothing wrong with assuming that, nothing says the universe would have to experience itself all the time (for example it may have been "sleeping" while evolution did its course)

2. Life somewhere other than Earth was doing the experiencing.
