Because the people who would end up making the decision about who should be sterilized would not be the brightest people on earth. They would basically be your local Eugenics board equivalent as the idiots down at the DMV. They would end up sterilizing people because they didn't like them or belonged to some arbitrary group was socially "out" at the moment.
