OP is correct in the sense of general relativity. On the other hand, you don't need water for that, a simple jump down from a wall does the trick as well.

His direction of movement, even given his jump upwards (and the fact the fact that he is walking), has a net direction of down. Gravity is pulling him down - he is not resisting gravity such that he maintains horizontal direction in a horizontal plane, therefore he is not flying he is falling. Furthermore, the term "flying" is strictly applied to movement through air (earths atmosphere), not to movement through a liquid medium. Thus he is swimming at some points and descending in free fall at others.
