QCD can be quantized at arbitrary renormalization scales. At strong coupling we can still use lattice gauge theory to come up with numeric results. Sure, QCD is nowhere near as fully understood, but the quantization itself isn't the big problem.

Wien isn't even in Germany. I guess it's alright, and as usual I can't explain how big universities in Germany (+austria) work to Americans. There are no shitty ones. There is no Ivy League, there is no shitleague. On funding, you probably have to ask the professors themselves, because that can vary a lot between chairs.

The fundamental issue is a total lack of experimental apparatus for testing quantum gravity now, and in the foreseeable future. Without experimental capability you can't figure out which theories are correct nor get any hints about other theories that haven't been considered.
