Why does high school education take place (in the America's) at ages 14 + when this data is so clearly evident.

The middle and late-primary years of education are spent reviewing the same topic, with new introduction, philosophical reflection and concept analysis are all done in high school.

How would this be different if we explained principal and concept at an earlier age along with rote learning and a good environment and then specifics in high school instead.
