I was talking more our payment. Majority of students get in on Commonwealth placements which are subsidized placements within university basically. Roughly $5,000 a year full time. On top of that you can HECS it meaning the government will pay your fees and you pay them back later. Generally only after you earn above $45,000 (cant remember exactly), and even then its apparently small payments. If you leave Australia, you don't have to pay at all.

The only way vertical farming becomes commercially viable is if electricity is dirt-cheap.

As for inefficient, perhaps in the power requirements, but in terms of water and minerals used, they're far more efficient than normal farming as with hydroponics you can control exactly how much this or that nutrients or water you add to the mix, ensuring that every time you get exceptionally healthy, disease-free vegetables and fruits that can grow year-round and during the night. Since it's a skyscraper, it would be in a city centre, meaning that it would be right at home in the high CO2 atmospheric concentration, and clean the air for the surrounding metropolis.
