Probably would've had to come after agriculture, too. The formation of villages and cities after agriculture took hold led to the beginning of the exchange of information between many groups of people, as well as the sectioning off of peoples into groups that would eventually form their own culture.

Nah, there's evidence that both religion and construction of megalithic religious monuments predate agriculture. Those are two pretty big aspects of culture.
Someone who has a religion and builds massive fucking temples in honor of their religion can't be said to not have culture.
