Doubt it's a scam. It would be about the worst fucking scam ever to actually open a power plant that doesn't work because then he'd have to pay the full cost of construction.

Rossi wasn't saying "Hey I got this thing that may or may not work. Government, give me several million dollars for further research!" He's an entrepreneur with a finished product he's trying to market. Most entrepreneurs kinda make sure their inventions work before risking financial ruin.
