If multiplication is fundamentally an arithmetic computation, and division is multiplication of the reciprocal of the divisor, can division be thought of in arithmetic terms

Here's the thing, multiplication is only fundamentally addition when you're working with whole numbers. What is 1.5*2.5? 1.5+1.5+1.5*.5
Then what is 1.5*.5?
Really, multiplication is not fundamentally addition, it can just be distributed through addition. We learn it that way because it's easier on a third grader's brain.
