Did you learn how to convert repeating decimals to fractions?
It goes like this:
x = 7.676767...
100x = 767.676767....
100x - x = 760
x = 760/99

By this logic:
x = 0.999...
10x - x = 9.999... - 0.999...
9x = 9
x = 1

Also: 1/3 = 0.333....
3/3 = 0.999...
1 = 0.999...
