it's a term used to describe a deterministic system. a deterministic system is one where the same set of inputs will give you one output that is the same, everytime. A nondeterministic system will give you different outputs from the same input.

a chaotic system, is a deterministic system where VERY SMALL changes in the input, yield VERY LARGE changes in the output, making them near impossible to predict.

the weather, for example, is chaotic.
