No, not entirely. Some are, of course, but plenty of games (LA Noire and Deus Ex Human Revolution, to give two recent examples) are aimed at intelligent audiences.

Deus Ex was a neat game for its time, but the idea was already afloat decades before, due to conspiracy theories stemming from antisemitism in the early part of the last century.

Deus Ex: HR - Seemed more like an allusion to the religion vs. science battle.

I'm a big fan of both games, but their basic ideas were not original and they were not grown-breaking enough to have the games considered cerebral in their own right.
