There is no point in starters quantum mechanic books. Learn math and start directly with the real books.

The Grand Design by Stephen Hawking is good for starters, if you know next to nothing about quantum mechanics. Interesting and simple. Although it deals not only with quantum mechanics, but also with the string theory and other theories. And it also examines the history of quantum mechanics and science in general and it's relation to other sciences, philosophy and everyday life.

I second this. Unless you just want to be amused and don't want to understand anything, learn calculus & linear algebra and start with books like Griffiths.

I hate to say it, but wikipedia. It's good enough for the casual learner to start with.
It's not %100 accurate but it will give you a basic idea of the concepts.

Then, assuming you are still interested, go check out the citations.
I like the citations because instead of reading random person's interpretation of a study you get the actual study.

I am warning you now though, you will only become more confused.
