OP what you suggest is morally abhorrent to me as an atheist, a humanist and a holder of utilitarian ethics.

Killing someone for their beliefs is fucking horrible.

Modifying someone's brain and personality against their will is a crime against dignity and fucking horrible.

Eugenics won't have any effect, except to greatly inconvenience many people and make them feel helpless. That is stupid, and fucking horrible.

I see that you can define 'irrational' to mean a great deal of things, and use these policies to install a regime of terror and repression. That, especially, is fucking horrible.

How the hell do you plan to get people off religion by proposing dystopian solutions like this? It will unite them against you. It will unite all moral people against you, no matter what they believe.

Through science education and critical thinking is the way to a more intelligent, skeptical, empirically minded and rational society. Suppressing people for what they believe is antithetical for this. What you are proposing is comparable to the french revolutionaries, instituting a reign of terror in order to create a better society.

But their means defeated their end, for you cannot have a better society ruled by terrorists, totalitarians and tyrants
