Environment, techonology, demography... and pre-existing social relations.

There's also general tendancies, and self-supporting ideas like superstition.

So it's cultural. Here in europe we'd use horses to tear a man apart or burn them. It's all pretty cultural because fire would cleanse their souls etc etc. The horses thing was just fun to watch.

In societies where people need to wear clothes, a sense of decency have been associated with it. Hiding one's face is equivalent to hiding one's chest. That's also synergic in the case of muslim women with the subordinated place women occupy in most muslim societies. In times where christianity was more important in europe, women hid their hair too for similar reasons. Some still do.

What our culture determines to be write or wrong can be influenced by religion, superstition, magical thinking, group consciousness etc.

What determines what actually is ethical is what actuall promotes our wellbeing.
