I just looked into this because that sounds crazy.

As recent as 2004 the foreign importing of rice into South Korea constituted 4% of rice consumption. I read that in an article from BBC because the South Korean government was agreeing to slowly increase that number to 8%. It was only 4% because the government imposed quotas.

From what I quickly read it sounded like the South Korean government was freeing up the rice markets, but still imposing heavy tariffs.
