Plans cannot be considered perfect until they have already been implemented numerous times with no serious problems. Difficulty in implementation is always underestimated everywhere in everything.

Don't blame the government.
Blame people being stupid on average. Now understand what the government consists of.
If you want to change this, you must create enabling technologies which will change the world. This is possible, the Internet is an example, but there are many examples of things which are possible, but we have yet to realize. Good luck!
