Because a centralised government would be too far removed from the individual people. A good example is the EU parliament which is hugely abstracted from EU citizens, and overly powerful. Maybe in a direct democracy a single world government could work, but a representative government would be too open to corruption and if it wasn't it would be too far from its electorate.

Fun fact: auditors have not signed off EU accounts for over 15 years running now because of evidence of fraud and corruption.
