Use a bigger compressed air tank to compress the air.
I think you're missing the point, air compression could possibly be done without much electricity if needed with work (I dont know, maybe use the high pressure of deep under the ocean to do it, we're in no rush to figure out)

This concept is not new at all. In France they even tried it with minivans and such.

The point that people always miss is that this takes pollution out of the cities which is a huge plus.
