Because there is friction on the train tracks that would gradually slow the satellite down, resulting in the satellite crashing back to earth. Never mind the problem of building a traintrack around the entire earth.

But don't worry there actually is kind of troll-ish science as you go deeper either into quantum or relativistic physics. So obviously not with a satellite but with other things this can be done. You will be extracting energy from phenomena that you don't give a fuck of - thus converting useless energy -> energy of something meaningful - electric current as an example.

The satellite would have to be in geosynchronous orbit, rotating around the earth at the same speed earth itself rotates. In effect, the satellite would not move in comparison to an observer on the ground, and any train that it were attached to would simply be motionless on the tracks, moving at the speed in which earth rotates, but no faster.
