I've always been under the impression that the earth is so large that the systems that create and influence the weather are so huge and highly complex that we probably won't ever be able to influence them enough to have any substantial control over the weather.

Maybe some time far in the future, you might be able to create a small localized drizzle or maybe even a little thunderstorm, but to influence things on a larger scale, you'd probably need to be in control of the massive ocean currents that actually determine the climate.

I don't think I'm being pessimistic in assuming the global conveyor belt won't be under our control any time soon.
