1. HIV can't replicate in mosquitos

2. except for the final stage of full blown AIDs, viral titre is going to be relatively low.

Malaria is adapted to replicate inside mosquitos and then be transmitted to humans - it's called zoonosis. HIV is not, so it can't replicate itself inside a mosquito host and is thus rather unlikely to be transmitted by mosquitos.
