I'd venture to say it depends on what you want to have done.

If you want anything that can kill people: Americans, hands down.
If you want cars or ships: Germans.
If you want your starship to keep running: Scots.

The dutch have great engineers too, mostly in dam and train technologies. Also some top notch building builders

I don't think it's accurate to ask which country has the best engineers. I think it would be more accurate to ask which country has an environment that tends toward producing the best engineered projects.
