Generally accepted that the meteor impact finished off the dinosaurs, but for thousands of years prior the dinosaurs had been in decline possibly due to change in atmospheric oxygen or climatic change.

Dinosaurs were likely larger due to increased amount of oxygen in the atmosphere. Insects and other animals were much larger back then as well and their decrease in size correlates to a decrease in atmospheric oxygen.

I believe the prevailing theory holds that millions of years before the dinosaurs, the atmosphere was mostly methane and stromatolite colonies had synthesized this methane into oxygen, resulting in the cambrian explosion. Atmospheric oxygen seems to have remained relatively high during the time of the dinosaurs. Not really sure why it declined in the first place though.

Atmospheric oxygen was much higher during the time the dinosaurs lived. Not sure if they could live today but if they could they might be strained for breath or something. Hard to say with any sort of certainty.
At least the very large dinosaurs. Things like raptors would probably be able to survive.
