To be fair, because a division bar is a grouping symbol and thus doesn't require parentheses, it could be interpreted as 6/6 pretty easily. This is why you don't use that division sign. (Fun fact: it's called an obelus.)

Brackets, indices, division, multiplication, addtion, subtraction.

I don't think that it's necessarily "stupid" if people get 1 instead of 9. Mathematical notation, unlike math itself, is a human construction. Therefore, getting it wrong doesn't show a lack of intelligence, it just shows a faulty memory of notational rules.
For the record, I got 9 the first time I saw this, as should anyone who does math with any regularity.

The whole thing boils down to how you define a missing operation.

9 assumes that it's just a multiplication, 1 assumes that it implies both a multiplication AND parentheses for its factors.

So why would you imply parentheses? There's no reason to do that apart from being TOO FUCKING LAZY to write yet another set of rounded brackets.

And don't give me that whole mnemonic or acronym shit if you don't have a clue about what it MEANS.
