You treat the division sign like a single operator, that is you do not assume it applies to the rest of the expression. Type it into a TI calculator, you will get 9. A number against a paren is treated as having an implicit multiplication sign. Order of operations would then say that the division by 2 and multiplication of (2+1) have equal priority, not the retarded assumption that an implicit division operator occurs between the 2 and the (2+1).
