It's Hitler by a long shot. Inventors and scientists really have to be incredible to be remembered at all. Even the inventors of things like the jet engine, the railyway, the internal combustion engine aren't remembered by many.

Everyone knows who Hitler is. Practically every adult, anyway. And they know why he is famous. Do the same for Frank Whittle, Brunel or even Einstein and you won't get the same results.

Caesar is not remembered just for being a military leader. He's remembered as an archetype of ambition and for the man betrayed by a friend and protege, and for breaking the Republic and leading to the Empire.

I still don't think the answer is Caesar, though, since there are people older than Caesar who won't be forgotten either.
