The fact of the matter is that a catalyst only works on chemical reactions (involving the electrons of an atom and the bonds they form), not nuclear (which deals with the nucleus, which in itself is only a fraction the size of the overall atom)

the only way to "catalyze" a nuclear reaction is by:
introducing a fast particle such as a neutron (although this in itself isn't really a catalyst as it doesn't speed up the original reaction, just initiates a different one which is faster, and it doesn't work for fusion)
or to change certain universal constants in the given area (mostly the constants regarding electrostatics for fusion, but this would introduce other nasty effects like electrons no longer being attracted to the nucleus and start to just fly everywhere), but we have currently have no idea how to do this

we can barely get nuclei with a charge of +1 to fuse when we want them to, the repulsive forces involving NICKEL would be like 28x higher

that's why the only place reactions like this occur is in a particle accelerator (for the manufacture of radioactive nuclei for medical imaging), where the energy you get out is less then the energy required to actually required to make the reaction happen
