The buoyancy that the balls provide would not exert enough force to continuously pass through the seal, whatever material it might be (rubber, etc.), let alone enough to drive a generator.

You'd have to exert energy to push the bottom ball into the tank. The water pressure pushes it out with more force than the air pushes it in. That's all I can think of.

Water is pushing down on the seal. The ball has to break the downward force on the seal before gaining upward force as buoyancy. Ball would get stuck on seal eventually depending on the starting velocity of the system and the energy lost due to fluid friction / seal.
