How does one cross the street on red light and be able to claim to the policeman that they saw green light? (without lying or being on drugs)

That would probably cost me my driving license.

Can be done, but you'd get a speeding ticket instead.
It's a lose-lose.

colourblindness?

Nope. Even if you could claim you can't tell the difference between red and green (legitimate colorblindness) the position of the lights is standard and red is always on top. You can easily tell which light is lit, and if it's lit on top it's red.
