well i reasoned it out by just presuming 9 was an arbitrary number, so what would have happened if you had said 3?

if the condition is only "how many ways can we order N things" then it is N factorial (=N!) and N can be any number.
but you put in a second condition, so i knew something would be minus'd off.

so yeh, if N = 3, then there are 6 combinations

231
312 (invalid
321
and of these 6 (6 = 3! btw)
2 of them are invalid (because 2 comes after a 1)
and i noticed that 2 is 2!, so my prediction would be that the solution to OP's question would be N! - (N-1)!

so i tested it, what if 4 numbers?
24 combinations, 6 of which were invalid
6 is indeed 3!.

If there are N items, there are N! combinations.
There are N-1 possible locations for the "1 then 2" combination. For each of these, there are (N-2)! combinations for the remaining N-2 items.

N! - (N-1)(N-2)! = N! - (N-1)!
