Mostly money/resources, at least if we're talking about manned exploration. Europe was still a mess during the space race, which of course was before the EU, precluding their involvement (though many of NASA's rocket designers were from the V2 program). There isn't really a desire to spend tons of money on human spaceflight anymore. The Shuttle and Soyuz are both designs from the Cold War, and no one is really floating around enough money to create a new manned launch system.

It's one thing to design the Constellation program, but Apollo-level funding is not going to happen so things look pretty bleak at the moment. SpaceX and others will eventually catch up because they won't have Congress hamstringing them with design requirements, but it will probably be a while before we do BEO.
