If walmart sells it, it's a "household item". Black powder won't do a very good job cutting through metal though, for that you actually need a high explosive like urea nitrate.

1) Boil 10 cups urine until 1 cup remains, filter through cotton shirt to remove impurities

2) Make nitric acid by mixing 1 part sulfuric acid (muriatic acid at a pool cleaning supply store or found in car batteries) with 2 parts potassium nitrate

3) slowly add nitric acid to filtered urine, wait 1 hour

4) filter solution through cotton shirt, urea nitrate crystals will collect on shirt

5) allow crystals to dry

6) mix 4 parts crystals with 1 part aluminum powder to increase power (optional)

Urea nitrate is the most common explosive used in IEDs

Ah shit sorry Boxxy, Muriatic is HCl. Guess you have to get your H2SO4 from vehicle batteries and boil off the water.
