Your clock is wrong.
The long hand shows how much of an hour has passed (or in your case a phase) , the short hand shows what hour (phase) it is and stays between the digits when it hasn't yet reached a new hour (phase).

In binary clock the long hand makes a full circle for the same time the short hand makes half a circle.
That said your short hand shows it is 1/6th of a phase till 0 , while your long hand shows it is 5/8ths till 0.

Even then, if you have any idea how mechanical clocks work you'd know they use connected gears rather than separate ones with separate springs or whatever provides the movement power.
Connected gears means they should maintain a constant ratio in speed - for your case the big hand moves twice as slow as the short hand.
