Overpopulation is less that the Earth is running out of land for humans to live and more that the resources we produce are not enough to sustain the world population. However widespread use of the best technology possibly available at the time can make this a non-issue. As for large-scale settlements on the moon, they are currently unfeasible and downright astronomically expensive (no pun intended.)
Another cheaper, more long term solution would be to terraform Mars and/or Venus.

It depends what planet/moon you wish to terraform. It is still n the realm f science fiction but there's nothing in physics preventing you from turning potential candidates into Earth-like worlds. All that s needed is the technology and technical expertise. Oh, and a plan of course.
Let's take Venus for instance. Completely inhospitable, what with its 90x Earth pressures and 475'C carbon dioxide/sulphuric acid atmosphere. No magnetic field. A day that's longer than it's year doesn't help either. However it has a similar size to the Earth and its gravity. What you need to do is lower the temperature, remove or sequester most of it's atmosphere, speed up the rotation and add radiation protection from the far closer sun.
To do this you could send icy comets from the Kuiper Belt careening in a fairly precise path to Venus. This will cover it with the needed water. To remove the atmosphere and to possibly speed up it's rotation a little you should collide the comets incredibly fast toward the spinning side. (as shown)
This will be tedious and take a lot of time. Calculations for the comets need to be very precise or one may be sent back on a collision course with Earth. At the same time a photovoltaic generating tinted/radiation-protecting thin shield should be constructed in the direction of the sun. I could go on but yeah.

Unless you can haul literally millions of high-power nukes, refine the Uranium or Plutonium to feed them and do all that in less than a century, there are no other better ways of deorbiting Phobos.

Unless you strap a few fusion cages and sit and wait for a few hundreds of years/geological instants.
