I have already seen such a device. It won't work.
First: gravity will act in the same way on every ball, even on the one inside the water tank, so gravity will not make the chain move.
Second: You can pull a sphere inside the tank for free, you will have to win a force: gamma*D^2/4*pi*H
Third: H is AT LEAST equal to the number of spheres*D. Let's say that the spheres inside the tank are Z.
Fourth: Water has friction.

The force that pulls the spheres inside the tank towards the top is gamma*V*K, the force that pulls the spheres that enters the tank out is gamma*S*H, but H>Z*D, so, let us sum the forces (gravity sums to zero):
Z*gamma*V - Z*gamma*S*H = Ftot
gamma*( Z*V - Z*S*H) = Ftot
but H is at least = Z*D, so:
gamma*(Z*V - Z^2*S*D) = Ftot < 0 always!

So the chain will turn on the opposite sign, and it will stop in the end due to the friction of the water.
