Not 100% genetic, but not a choice either. Dawkin's "sneaky male" theory explains it, but it makes much more sense when you take it to explain flexible sexuality rather than outright homosexuality.

The most plausible theory imo is that it's to do with social position growing up. Exceptionally low ranking males, or males who otherwise lack the confidence to assume a male role as they do not rank high enough and have no chance of a mate, will instead adopt a female role, even though they cannot reproduce.

In non-civilised times, societies would have been smaller which means less bullying, also stricter gender roles and certain jobs such as hunting that must be done by males. When flexible sexuality evolved, true homosexuality would have imo been rarer.
