Nothing can travel faster than light in a vacuum. In a vacuum, light is the fastest thing around. In a vacuum, the speed of light is a constant.

In other mediums however, the speed of light is different.

I always thought the speed of light is ALWAYS constant. Whether in a medium or not. Because the medium doesn't really slow it down, it just causes it to stop for a while (electrons absorb the energy, jump to a higher energy state and then release that energy as light). How does this speed up the speed of light is beyond me.

Phase velocity =/= group velocity.

"The speed of light in a vacuum is a constant" is really just a layman's simplification of the real physics. A more correct statement is something like "the group velocity of light over an arbitrarily large distance in a vacuum is a constant."
