Algae (or even asparagus) does not grow in minus 50'C temperatures with a atmosphere 1% as thick as Earth's. Smacking Phobos into the North Pole would vaporize much of the frozen CO2 and cause a large amount of debris to fly into space and come rain back around and burning in Mars' atmosphere. This would cause a large rise in air pressure and possibly make oceans and lakes around the equatorial regions now that it can retain some heat.
